There's no doubt that providing clean water, access to sanitation and hygiene education to everyone would dramatically reduce sickness and death worldwide.  So why don't more governments "get it"? I don't know, but this 105 year old Indian woman, Kunwar Bai, sold seven goats to build a toilet, inspired her village and then her whole district became open-defecation free. Madame Bai proved that it doesn't cost much to be humane, and that acting locally can eventually change the world.
