i assume the title of this article is misleading. both insurers are probably angling towards clearing claims in a blockchain, but not settle them, that is “pay” them.

as long as corporations will be shielded from the tail end liability of data while reaping the profits from short term monetization, nothing will change. even with a stronger data privacy framework. skin in the game would mean exposure to major liability when a hack or misuse occurs. corporations surviving such a new paradigm would emerge as good stewards of our data.
